As of 2026, the Ministry of Law has expanded access to justice by significantly raising the income thresholds to support more households. You may be eligible for a pro bono lawyer in Singapore if you meet the following updated criteria:

Income Threshold (PCHI)

Your average monthly Per Capita Household Income (PCHI) must be $1,650 or less. (This is a major increase from the previous $1,050 limit, specifically designed to help the “Squeezed Middle-Class”).

Property Value

The Annual Value of your primary residence must be $21,000 or less (this generally covers most HDB flat types).

Savings & Investments

Your non-CPF savings and investments should not exceed $12,000 (raised from $10,000 to account for the rising cost of living). For those aged 60 and above, this limit is higher at $40,000.

Legal Merit

Your case must have “merit,” meaning there are reasonable legal grounds to bring or defend the case in court.
