The Stakes

What Free Legal Advice in Singapore Actually Covers, From Family to Criminal Matters

At Tembusu Law, we provide free legal advice in Singapore across three levels of support:

1

Understanding Your Legal Rights in Singapore

Before you take any action, you need to understand where you stand. We provide the “know-how” through simplified resources and public talks. This helps you avoid common pitfalls and stay informed about your rights in matters like Divorce, employment disputes, or minor Criminal charges.

2

Getting Clear Next Steps from a Pro Bono Lawyer in Singapore

Sometimes, all you need is 20 minutes with a pro bono lawyer in Singapore to clear the fog. We listen to your situation and give you a straightforward “next-steps” plan, helping you decide whether to mediate, settle, or take the matter further with full representation.

3

Full Court Representation Under CLAS and LASCO

For serious matters where your future is at stake, you need a pro bono lawyer in Singapore to speak for you. For eligible cases under CLAS or LASCO, we provide full legal representation. This means having a qualified pro bono lawyer manage your trial, documents, and Court appearances so you don’t have to face the judge alone.

Eligibility

Do You Qualify? How to Check Your Eligibility for Free Legal Help in Singapore

Many Singaporeans don’t realise they qualify for free legal advice in Singapore, especially after the 2026 income threshold increase. Eligibility is assessed through two tests: a “Means Test” (financial check) and a “Merits Test” (legal check).

As of 2026, the Ministry of Law has expanded access to justice by significantly raising the income thresholds to support more households. You may be eligible for a pro bono lawyer in Singapore if you meet the following updated criteria:

Income Threshold (PCHI)

Your average monthly Per Capita Household Income (PCHI) must be $1,650 or less. (This is a major increase from the previous $1,050 limit, specifically designed to help the “Squeezed Middle-Class”).

Property Value

The Annual Value of your primary residence must be $21,000 or less. For most people this covers the common HDB flat types, from a smaller unit up to an executive flat.

Savings & Investments

Your non-CPF savings and investments should not exceed $12,000 (raised from $10,000 to account for the rising cost of living). For those aged 60 and above, this limit is higher at $40,000.

Legal Merit

Your case must have “merit,” meaning there are reasonable legal grounds to bring or defend it in Court. A pro bono lawyer assesses this with you before taking the case on.
